Oliver Barrett, Commander, U.S. Navy (retired) is a distinguished professional with extensive experience in both the fields of information technology and climate policy. Barrett's career spans significant roles including a Senior IT Project Manager for the U.S. government and a Senior Climate Change Research Fellow at the Center for Climate and Security. His multifaceted expertise has catalyzed transformations in technology applications and climate policy, illustrating a unique blend of technical acumen and environmental advocacy.

Policy Advisor Role:

As a Senior Research Fellow at the Center for Climate and Security, based in Washington D.C., Oliver played a pivotal role in analyzing the interplay between environmental degradation and state security. His insightful research and climate policy recommendations have been instrumental in shaping strategies adopted by the Obama-Biden Administration. These contributions have notably enhanced the understanding and approach of U.S. and foreign government officials towards climate-related security challenges across the Americas.

Tech-Powered Transformation:

In the technological arena, Oliver has led groundbreaking initiatives as a Senior IT Project Manager at the U.S. Southern Command. Managing a team and an annual budget of over $10.5 million, he oversaw the maintenance and advancement of critical IT infrastructure, crucial for multinational security operations. His strategic leadership facilitated major modernization efforts and enhanced regional information-sharing capacities among U.S. and Latin American entities.

Building on his robust experience in IT, Oliver ventured into developing AI software tailored to assist teams in securing climate finance. This innovative tool leverages his deep understanding of funding mechanisms, enabling states and organizations to craft compelling proposals efficiently, thus gaining a competitive edge in accessing substantial climate funds.


Oliver Barrett graduated from Nova Southeastern University with a degree in Conflict Analysis and Resolution (2013 - 2015).  Additionally, he holds a Master of Business Administration from American Intercontinental University, obtained in 2012. This degree has enhanced his qualifications in business and strategic management, complementing his skills in conflict resolution and broadening his professional expertise.

Military accolades:

Oliver enlisted in the U.S. Marine Corps from 1991 to 1995 and later transitioned to the U.S. Navy, where from 2000 to 2003, he served as a naval aviator, commanding reconnaissance aircraft. Following his tenure as an aviator, Oliver continued his service as a Naval flight instructor, imparting his extensive knowledge and experience to new aviators. His military career is marked by dedication and excellence in every role he undertook.
